A new Health & Social Care Act was created in 2012 in response to serious failings in care and treatment in Mid Staffordshire.  This resulted in the government reforming Health & Social Care, with a focus on putting patients and carers at the centre of services.

In particular, the new act has tried to address the needs of carers, giving them more say and ensuring that there are measures to include them at every stage of someone's care and treatment. Carers assessments are now available to ensure the needs of carers are met along side the people they care for.

With a growing ageing population, the government has set out targets for health and social care that will try to meet the increasing demands facing services by an ageing population.

This includes mobilising the voluntary sector, community groups and informal carers to ensure that our older population is adequately supported. It is hoped that this will reduce hospital admissions and demand for statutory services, by helping people before they reach a crises.

Within Essex this has resulted in the 'Who Will Care' Report, which sets out five high impact solutions to prevent a future crisis in health and social care in Essex. These solutions are:

  • Agree a new understandig between the public sector and the people of Essex

  • Prevent unecessary crises in care

  • Mobilise community resources

  • Use data and technology to the advantage of the people of Essex

  • Ensure clear leadership, vision and accountability

Rainbow Services employs a Community Builder,  Kelly, who is currently working to support local communities to set up and run social groups to reduce social isolation.
